    This hat will come back every leap year! That is why it is considered rare.

    The values of top hats and this top hat has greatly decreased due to the Hat week

      it actually wont come back ever. in the 2016 leap year it was not rerealesed so the value of the item will naturally increase

      i just traded one of my 2 rare top hats for a red top hat!!!! red is my favorite colour. i have 4 top hats, rare orange, brown-lavender-light pink, black-grey-red, andred.
